The bar for adopting changes to the state’s building codes is very high — purposely so.
The update includes state amendments for the base energy code (residential and commercial), as well as an updated stretch energy code.
Under the WBA path, Simplified Trade-off forms should be included to demonstrate the differences between the design building and a compliant building.

The climate change advisory committee voted unanimously to endorse that section of the plan, and the state Department of Environmental Protection urged the legislature to pass it.
But updating building codes is not a straightforward matter in Pennsylvania.
